No "By Nextcloud" section in nextcloud-libraries

The workflows can't be created using the new workflow button in repositories inside the nextcloud-libraries organization.

Is it possible to somehow share workflows with this organization? Do we have to sync this repository to nextcloud-libraries/.github to achieve that?

E.g. https://github.com/nextcloud-libraries/nextcloud-vite-config/actions/new

either sync to nextcloud-libraries/.github or just copy paste the workflows without GUI.
They need to be adjusted anyways as on libraries there is no ubuntu-latest-low tag for runners.

We can also add a runner or 2 for that.
