Require password confirmation when when adding a new user

Bug description

No need to re-enter password when adding new user

Steps to reproduce

1. Login admin
2. Profile admin > Users
3. Add new user
4. Enter new user information

Expected behavior

When registering, you must enter the password, then confirm the password
