Currently big file uploads fail as chunked uploading does not work for public uploads, can chunked be enabled for all uploads?

GitMate.io thinks possibly related issues are #4109 (Show max file size for uploads OR allow chunked public upload), #673 (Resume chunked uploads), #1205 (Public uploads functionality), #2090 (Add max share size to public upload), and #4604 (Upload via public folder fails).
