No invites, but invite cancellations sent from shared calendars

Steps to reproduce

1. As user A, share a calendar Cal with B
2. As B, create an event with invitees in Cal
3. Delete the event in Cal

This is a follow-up to nextcloud/calendar#2055.

Expected behaviour

Due to the reasons explained in #15676 no notification is sent to the invitees.

When the event is deleted also no notification should be sent to the invitees.

Actual behaviour

The invitees don't receive an invite, but they receive the cancellation of the invite.

Server configuration

Operating system: Ubuntu 16.04

Web server: Apache

Database: MySQL

PHP version: 7.3

Nextcloud version: 18.03

Hello szaimen, I tested the Issue on 21.0.2 today and it is still there and needs to be fixed

Issue is still valid with 24.0.4. Currently setting up my debug env., but just from the UI I could narrow it down to the case, that only the owner on a calendar can send invites.

Invites are sent if the calendar is owned by that account, even if shared. But if you have access to a shared one, you cannot send invites.

The UI let's you enter invitees, but if a shared calendar is accessed by a desktop calendar over CalDAV, the invitees field is not even enabled.

In my 25.0.2 the behavior changed slightly, but to the bad.
Sending out invitations and cancellations in a calendar which is shared to me are not sent out now.

In a former release the invitation was not sent out but the cancellation was.
