Dear @michaelnissenbaum

I'm thinking about implementation of this issue. Some parts were already discussed some time ago. We have lots of places where "Appearance and accessibility", "Keyboard shortcuts", "Background" ..and so on are visible and are already <h2>.

We can't create another <h2> instead on several places through our apps because it has a large visual impact.

I already had an idea to replace visually hidden <h1> with something like like: "Administration Basic settings" or "Personal Appearance and accessibility" (from #36915 (comment))? Would it be a solution?

I find the idea of renaming the visually hidden "h1" acceptable.
