[BUG] Channel dependency prompt does not show when deploying channel from channel configuration view

Describe the bug
Problem:
In Edit Channel View, the Channel Dependency Dialog does not open to alert that the deploying channel has dependencies with other channels.

Actual Outcome:
We don't see a prompt to deploy other channels that are a part of the dependency chain. Only the channel whose configuration setting you are viewing gets deployed.

Expected Outcome:
The prompt to deploy other channels that are apart of the channel dependencies should appear and allow deployment of those other channels.

Setup Steps (Pre-reqs):

1. Create two channels
2. Setup one of those channels to depend on the other channel

Source -> Set Dependencies -> Deploy/Start Dependencies -> Click on Add under 'This channel depends upon' -> Add other channel

To Reproduce
Steps to Reproduce:
In the channel configuration view, click on deploy channel. You will not see the prompt to deploy other channels based off of dependency list.

In all channel view, deploy the channel and you'll see the prompt to deploy other channels based off of dependency list.

Workaround(s)
The prompt will work from Channel View just not from Edit Channel or Channel Configuration View.
