In the section EPICS Area Detector Examples, use of the @when attribute is described for the attributes.xml file. This attribute should be part of the layout.xml file instead, as described in the C++ NDFileHDF5LayoutXML.cpp C++ documentation.
Logically, it only makes sense in the layout file since that is what directs the data to a file.
