Investigate how to get the generated XML codedoc files into the published nuget packages so developers can see this via Intellisense.

This explains how to do this? dotnet publish does not copy the documentation file with csproj dotnet/sdk#795 (comment)
We don't want these file to be included in the consuming app/library though (especially for phone apps)
