Is your enhancement request related to a problem? Please describe.
The NKG control plane currently has no configurable settings to change things such as log level, metrics, etc.

What would you like to be added:
A method to dynamically update NKG control plane settings.

Why this is needed:
This is needed for better debuggability without the need to restart NKG and potentially lose state that is necessary to debug.

#554 Will solve the initial implementation of this.
