Chat message rate counter and delayed message post

Background:
While I was watching some npmlol and they had a heafty viewer count of 15k and the chat was blasting away with twitch memes, emotes and what-not, I was waiting for chat to calm down and it was then I realized that there might be a need for a feature which can keep track of the current message rate in chat and display the current rate.

Features requested:

• Display Messages / (Second | Minute) rate.
• Option to delay a message until the rate is below a set limit to increase the chance for anyone to actually read my message.
• Feature toggles to turn these options ON/OFF
