I'm pretty sure @volth's original branch probably works better than the windows-meson one in this repo, for example. How should we validate successful builds in fact work?

Perhaps https://git.m-labs.hk/M-Labs/wfvm could be of use.

I've got some improvements locally and will push them to GH soon hopefulvy, now that I finally have time to work on them.
