Error 8007007e while installing npcap

When I try to install Npcap every time i get this error:

In the details there was written
Unknown error! 8007007e

If i need to upload any files then just ask

I have met the same problem when trying to install npcap. But it still doesn't work after I disabled the group policy as you said. And the group policy configuration menu is as below:

Thanks for this report. I am consolidating all instances of error 8007007e (ERROR_MOD_NOT_FOUND) at #135. Please check that issue for potential workarounds or fixes.
