fs-watch failures on test-ibm-aix72-ppc64_be-1 #3935

The three most recent CI runs on test-ibm-aix72-ppc64_be-1 failed several fs-watch related tests. The CI was passing on this machine prior to that, and does not appear to be failing at all on the OSUOSL hosted machines (where most of the CI runs have been running).

Which passed all of the fs-watch related tests but failed due to nodejs/node#46792. I'll patch the workaround for that (once I remember/discover where documented how to disable a network interface on AIX).
