Trying to get a local copy of the docs is something I've seen pop up in #7872 and in other issues as well.

Should we include an archived version of the docs in our downloads directory? It seems like this might solve the problem that people are having with attempting to build the docs from the release tarball

If we do it, it should probaby be done per-version, like the release tarballs.

@MylesBorins I’m a bit tempted to close this as a stalled issue… what do you think? The issue that has prompted this idea has been addressed, fwiw.
