After #3946, Instruction::Cast is idempotent so we can replace the ValueId being casted with the input to previous casts.

This is because casts in brillig are not idempotent so this optimization removes the truncation which they perform, resulting in an infinite loop.

## Summary\*

As part of #3984, I noticed that I forgot to remove the truncation
behaviour from casts in brillig. This PR updates them to be a simple
`mov` instruction.

In order to do this I've added a proper implementation of
`Instruction::Truncate`.
