Support iambic-templates locate inside a subfolder of a mono repo

Use case is a single IaC repo that may various folders such as terraforms, CloudFormation templates. iambic-templates exist as a subfolder inside this mono repo

Repo clone time is optimized and iambic only crawl inside the configured subdirectory.
