[FEATURE] should manage github repo settings

• content/index.js could have a config object to validate what is returned from api endpoints during check
  • same config could be used to write those values during apply

  • branch protection https://docs.github.com/en/rest/reference/branches#update-branch-protection
  • repo https://docs.github.com/en/rest/reference/repos#update-a-repository (allow_squash_merge, etc)
  • labels ([FEATURE] template-oss should manage labels #69?) https://docs.github.com/en/rest/reference/issues#labels
