hi semshiLocal is ineffective at changing the highlight for local variables

Hello,

I am using a colorscheme so I am changing the highlighting for all the semshi[...] classes to my desire. I can change any class else, but local variables (hi semshiLocal) never take an effect, although I can change the semshiLocal variable.

Since the plugin is so great, I would like to have it working perfectly.
