Use of Labels

I'm in the process of making changes to our defined set of labels...

So far...

• three new labels for use in discussions: Team Practices, Release Planning, V4 (renamed from V4 Only)
• dropped some labels we don't use or which overlap other labels or milestones, most notably Normal Priority, which is always implied if no other priority is stated and Ideas, replaced by use of the Ideas discussion category.
• added a few descriptions

I judged this as being non-controversial and just gone ahead but feel free to let me know otherwise. You should suggest any other changes you'd like as well. I'd like to simplify the list as much as possible. Otherwise, this is just FYI.
