env variables does not work in deploy preview #579

any idea why env variable doesn't work when we are deploy preview?

I tried with nuxtjs/dotenv and netlify.toml but both options doesn't work 😢

here is the PR that I'm testing: shield-wall/myprofile#427
the variable is API_BASE_URL
