If the plugin is used and a submission is created, three submissions are created although only one should be created.

  • submission should only be created once
  • check that if the user gets back to submission step 2. and 3. after already having finished them, there are no errors occuring due to duplicate entries in the database and corresponding issues in duplicated ERCs
