Investigate current issues with the DCO plugin for Github that block integration workflows, such as users changing their username after signing off
Create tasks to improve the current DCO plugin or replace it with a better alternative

I've started a DCO check via Github Actions. This will utilize the dco-check python package (https://github.com/christophebedard/dco-check), but can be modified to output different results: https://github.com/amzn-changml/o3de/runs/6277210604?check_suite_focus=true
