RFC for AR Redesign is in progress.

@DMWeiss-divesIn brought up discussion on our policy for reviewing RFCs.

• There is a general process defined here: https://github.com/o3de/rfcs
• We also need to determine sig-build's process on reviewing RFCs, timeline for feedback, how to gather feedback, etc.
