Notes:

Migrating to 21H2 will require updating to Windows Server 2022. We should be able to update without having to change our minimum requirements. AR will still provide equivalent coverage using this version.

RFC for 3P workflow needs final approvals to merge in.

AR cost reduction planning completed. Work on phase 1 will start soon.

@amzn-changml will follow up on how we can utilize resources by the CNCF lab. GPU resources are also a possibility.
