0.3.0 Administrator Container Release Plan

There are many tasks that a privileged container may want to do that would (or should) require privileged access. An example of this is creating a table in postgres. With this container, the unprivileged container would make an HTTP request to the admin container which will create a user on it's behalf with the ability to create a container

The HTTP API is currently being defined by the maintainers and will be published once we have some sort of idea of what it will look like
