Recreating the existing portal FE using the new tech-stack and coding conventions.

Once ready, the new portal will be deployed and incoming traffic routed to the independent service.

TODOs:

recreate all web pages and flows using auth components
document all flows/experiences as state diagrams
implement tests: unit, component and e2e.
setup deployment pipeline.
