opam-user-setup does not detect ocamltop (Cygwin)!

After installing Ocaml for Windows, Cygwin, depext, and ocaml-top, i installed user-setup,
installation completed successfully, but everytime i run the command opam user-setup install
i get this error: Access path not found
and when i run the command opam user-setup status it shows ocaml-top is (uninstalled) and
.ocamlinit base absent ? ocaml-top is running fine but for some reason this package cant detect it?

This hasn't been well tested under Cygwin yet, so the software will probably need a few adjustments to handle it better. Thanks for reporting!

the problem still persists as of version 0.7

Any suggestions on adjustments to correct this?

For ocamltop detection, user-setup would check ocaml or utop presence, using sh and command.
