We don't currently have a good way of knowing who the SMs and GMs are, so this issue depends on ocf/etc#3

I don't think it actually depends on that etc issue, we list the current *Ms here: https://github.com/ocf/etc/blob/master/configs/staff_hours.yaml#L41

The entries in that file are really meant for display on the staff hours page, and are meant to be more flexible/free form (e.g. a site manager could rename their position on that page as a joke). I still think having a proper officers schema is the best way to resolve this.
