The smithing table actually wants to give you a regular hoe, but the smithing table keeps NBT tag. So what you are getting is a netherite hoe that thinks it is a diamond sickle. And the resource pack only renders the sickle model if it is a netherite_sickle tag on a netherite_hoe.
