[Management API]API - Error processing in insert #24

Insert時にSQLの例外が発生した場合、原則としてステータスコード 500 およびエラーメッセージを返すようにする。そのほうがアプリケーション側でキャッチしやすいし、コンソールでもデバッグしやすい。
