Occasional failure for cts tests to start

On a few occurances when testing CTS, the tests never start.

The symptom is

It's likely this is some kind of kafka/cohort registry issue

For now this is affecting in-mem. Another issue already open so closing this one. will reopen if seen on other repos

Reopening - seeing this when testing 3.8 in odpi/egeria#6435 - so the window for odpi/egeria#6353 looks wider.

For the cts will try with a longer delay ....

User error: local test configuration had overriden the delay to 0 (for testing). Default is 10s
