Is interchange broken?

I tried to use interchange for Featured Images.
I used this tutorial> http://rachievee.com/responsive-images-in-wordpress/

However, it doesn't seem to work. I also tried a simple interchange example and it is not rendered.

I used placehold.it to be easier to test.

The rendered does not work - it has the data-interchange property, but the image is not rendered.

Can someone confirm this is a bug?
