Bug found on Discon3 branch with count of used values in config table editor

The count of used values in the config table editor is wrong. In my new install with only 1 participant, I had this participant click on 3 different roles. When I went to the config table editor and looked at the roles table it had a 3 in a single role entry instead of a 1 in 3 different entries. I confirmed by looking at the actual table that the roles were being used.

I found that the issue is with the query being built in the file SubmitEditConfigTable.php
