Pagination issue where empty pages exist for records above 500 for All Locations and Service Point Inventory

Reproduce

1. Log in to the EUSM web app
2. Navigate to either the All Locations page or the service point inventory page
3. Navigate to a page above 500 records and observe

Expected
Pagination should not display blank pages, but only pages with records

@Mstjamush @AnnieMungai We noticed this is an issue with the HAPI server. We are trying to figure out why this happens. It might take some time because we don't control that endpoint
