Compute Quality Based on User Created Affilliation

This is pie in the sky. Part of what cms is doing with the affiliated entities is rolling up quality measures not specific individuals exert operational control.

Part of our value proposition would be to allow parties to propose relationships. Once proposed, it should be possible to recompute quality measures according to that grouping (perhaps a weighted average?)
