Describe the bug

The relevant libraries are already the latest versions. However, when the update_wizard_windows.bat script is running, the latest versions will still be updated again.

Is there an existing issue for this?

Reproduction

1、Run the update_wizard_windows.bat script to update all files to the latest version.
2、Run the update_wizard_windows.bat script again, and it will still be updated once more.
