Update configuration and deploy new oonimeasurements service to dev

We had previously temporarily placed the oonidata related endpoints inside of oonifindings, since ooni/measurements wasn't yet ready.

However we have since gotten those into a state where we can start trying to deploy them.

We should now then work towards preparing the oonimeasurements service for deployment in dev.

This task is about:

• Creating relevant terraform configuration to deploy the oonimeasurements service inside of ECS (see: https://docs.ooni.org/backend/ooniapi/#quickstart & https://github.com/ooni/devops/blob/main/tf/environments/prod/main.tf#L400 & feat: oonimeasurements service deployment #58)
• Deploy it into dev replacing oonifindings for serving oonidata related endpoints
• Updating the relevant load balancer config to point to it instead of oonifindings (see: https://github.com/ooni/devops/blob/main/tf/modules/ooniapi_frontend/main.tf#L187)
