1.1 Expand censorship measurement methodologies through the creation of new OONI Probe tests #639

We aim to create new OONI Probe tests to examine internet censorship in more depth and to measure more forms of censorship (such as SNI filtering). We will determine which new tests to prioritize based on community feedback and requests, censorship patterns observed through the analysis of network measurements, and through manual testing (in Venezuela, for example, we detected the SNI-based filtering of Wikipedia through curl tests run in coordination with local partners). We also aim to expand upon existing OONI Probe tests to improve their accuracy, reduce the ratio of false positives, and to collect richer network measurement data (for example, measure the deployment and potential blocking of DoH, DoT, and QUIC/HTTP3).

The next methodology we are going to be developing is an improvement to the web connectivity test which is due by 30th of September 2021.
