City Council often proposes changes to the City Municipal code: http://chicagocouncilmatic.org/search/?q=&topics=Municipal%20Code

Now that ChicagoCode.org is around, we could feasibly link directly to the part of the code that is referenced: http://chicagocode.org/4-4-310/
