Add status to config

• Add the status subresource to configs.config.gatekeeper.sh. This should include a byPod status, similar to the byPod fields in Mutations /Constraints, which could show if configs is enforced by each Pod.
• Make sure to add kubebuilder:subresource:status as well
• Add a gatekeeper_configs metric
• add a status tag to the metric
