Describe the bug
MSVC CI started to fail without changes to the code.

To Reproduce
Check CI run here

Expected behavior
CI should run successfully

Environment (please complete the following information):

  • OS: All MSVC (Windows 2019/2022)
  • OpenSSL "master"
  • oqsprovider "main"
