Starting an issue here to capture some of the packages that cannot be upgraded due to minimum go requirements in those packages:

• Bump github.com/jaegertracing/jaeger from 1.41.0 to 1.43.0 in /receiver/sapmreceiver #20177
• upgrade github.com/snowflakedb/gosnowflake from 1.6.18 to 1.6.19 causes build issues #20478
• Bump github.com/sijms/go-ora/v2 from 2.7.6 to 2.7.7 in /receiver/sqlqueryreceiver #23546

Jaeger will support N-1 go versions starting with go 1.20, so we'll be blocked on upgrading that dependency until go 1.21 is released
