CI failing due to vmeter port not found

Seeing intermittent failures with the message vmeter port not found on unit test matrices. Most recent (at time of writing) occurrence can be found here.

This has also been seen in contrib, but opened it here as well for transparency in case someone else runs into the flaky test issue. Issue in Contrib #32324

This was reported to the maintainer: self-actuated/vmmeter-action#1

As discussed on #10590, we can remove it.
