CI/CD docker artifact repository needs to be removed from current location to something else.

Describe the issue you're reporting

When this project was donated to the open source community by Splunk, we have used Splunk's quay.io repository which is going to be shutdown soon due to security issues. We had agreed the CI/CD artifacts needs to be moved to a public artifacts repository sooner than later. if not removed the CI/CD won't function properly.

Hi @samiura ! Sorry for the late reply. Are you referring to the build-env container?

Hi @samiura, we just merged a PR that uses the build-environment container from Otel's docker hub account, which should solve this issue. Thank you for reporting this!
