Trial a new section on the landing page for users to browse applications by LGA

Problem
Are we missing opportunities for user to enter into the PA experience which is largely focussed on search right now?
I've got a hunch that there are users who would like to keep abreast of all developments in their LGA. We do get emails about people wishing to search by LGA all the time.

Idea
Instead of offering 'search by LGA' we could repurpose browsable content we already have on the site from the coverage section.

@JoannaHill My guess is that people who want this feature either have a professional interest or specific passion they want to track in their region/area of influence.
