html_entity_decode() should be called before strip_tags() in mail system

now

$mail->setText(strip_tags($this->request->post['enquiry']));

public function setText($text) {
    $this->text= html_entity_decode($text, ENT_QUOTES, 'UTF-8');
}

should be

$mail->setText($this->request->post['enquiry']);

public function setText($text) {
    $this->text= strip_tags(html_entity_decode($text, ENT_QUOTES, 'UTF-8'));
}
