Create a strategy to outline how to encourage future OpenCDMS adoption

Consider creating an OpenCDMS strategy (similar to a business plan) to outline how OpenCDMS can appeal to a diverse range of organisations in order to encourage future OpenCDMS adoption.

This issue arose in the 2020-07-22 ACP 2.4.2 Technical Meeting where we discussed:

1. What would OpenCDMS need to achieve to differentiate it from other solutions such that it would be adopted by large met services?
2. Is our current approach likely to lead to widespread adoption of: a) an OpenCDMS API standard b) an OpenCDMS software solution
