Good question, if any taxi driver can use it but must hold a membership then it would be Public - Membership required. If only drivers from a private organisation can use it then it's Private - Restricted access.
I guess the distinction here is that a charge point may be operated by an organisation who offers membership to the general public, but the parking restriction may be that the bay is marked 'Electric Taxis only'. A membership card offered by the charge point operator might activate the charger, but a regular car driver still isn't legally allowed to use it. In such a case, I'd suggest 'Private - Restricted access'. The same goes for charge points that have contactless payment terminals - no special permission is needed to activate charging - after all, the taxi driver may want to pay with their company payment card - but the rules about the charging bay are that they're private, for a restricted set of users.
By all means, describe them in 'Comments for Access' as Taxi-only charging bays as well as marking as 'Private - restricted access', possibly even include 'Taxi' in the location title.
