Keep adjuster zero during night time #147

Detailed Description

We have seen some non zero night time generation values, which cause the adjuster
We do want the ajudster to work around sunrise and sunset

Possible Implementation

look up solar elevation due to location, and if below certain limit, set to 0
Only apply to pv sites
