Transaction for multiple targets #153

I have a question about using SetRequest for multiple targets. Here https://github.com/openconfig/reference/blob/master/rpc/gnmi/gnmi-specification.md#343-transactions a transaction is defined for a target but in a Set request we can have multiple paths for different targets. Does it mean transaction is defined per target?
